Tri-Cities Little League By-Laws 2008

Safety Rules

These rules are redundant, but are important enough to be repeated here. They apply to T-Ball, Farm, Minors and Majors:

  1. Any child with a bat in hand must have a helmet on.
  2. Any child swinging a bat must be supervised by an adult.
  3. If there are children in the dugout during a game, there must be an adult present supervising them.
  4. All adults working with children must have a volunteer form on file.
  5. No practice or game can begin without at least two adults present. (Parents should not leave after dropping off their kids until two adults are present).

T-Ball Rules (Local Rules)

  1. No keeping score.
  2. Everybody bats every inning
  3. Runners advance one base per hit, except for the last batter who runs all the way around the bases (home run).
  4. Runners forced out or tagged out are out (even though outs don't count because everyone bats)
  5. Players rotate through all positions
  6. Limit of six (6) swings from the Tee (if you want, a coach could toss a ball after the 6th swing and the batter can run).

Farm Rules (Local Rules)

  1. No keeping score.
  2. An inning ends after five (5) runs are scored or there are three (3) outs.
  3. Players rotate through all positions they are safe to play (e.g. some players should not play first base).
  4. Limit of six (6) pitches per batter.
  5. First half of the season: pitching machine or coach pitch
  6. Second half of the season: kid pitching (to own team) is allowed but not required. After 3 pitches, the kid should RUN to the dugout and a coach should pitch the next 3 pitches.

 

Below are the Local Rules applied to the 2008 season of Cupertino American, Cupertino National, and Tri-Cities Little League Baseball Minors and Majors division Interlock play. These rules are in addition to the 2008 Little League regular season rules. As approved by CALL, CNLL, and TCLL's Presidents.

Majors Rules

  1. No fake bunts - that is, no swinging once bunt is shown.
  2. Managers to use Lineup batting - rotate batting order through nine (9) players.
  3. Three (3) innings minimum play, at least two (2) continuous, and one (1) at bat.
  4. Ten-run rule invoked at the discretion of the losing manager.
  5. Home team has choice of dugout.
  6. Pitch count: scorekeepers synchronize after every half inning; the home scorebook is the official record.
  7. Home team supplies three (3) new game balls.
  8. Home team is responsible for field preparation and umpires.
  9. Visiting teams are strongly encouraged to utilize the home field snack shack for team drinks, snacks, and meals.

Minors Rules

  1. No fake bunts - that is, no swinging once bunt is shown.
  2. Continuous through the roster, all players present are in the batting order.
  3. Three (3) innings minimum play, at least two (2) continuous, and one (1) at bat.
  4. At most five runs per inning except for the open (last) inning. The open inning is the first inning to start after 100 minutes since the start of the game, or the 6th inning, whichever comes first.
  5. Home team has choice of dugout.
  6. Pitch count: scorekeepers synchronize after every half inning; the home scorebook is the official record.
  7. Home team supplies three (3) new game balls.
  8. Home team is responsible for field preparation and umpires.
  9. Visiting teams are strongly encouraged to utilize the home field snack shack for team drinks, snacks, and meals.
